Two Iranian nationals have appeared in court accused of preparing a terrorist attack targeting Jewish sites in Manchester, including Heaton Park Synagogue and the Jewish Museum. have appeared at Westminster Magistrates’ Court accused of preparing a terrorist attack against the Jewish community in Manchester.
Rahman Salehi, 34, from Salford, and Salam Ahmadyan, 36, from Liverpool, were charged with engaging in conduct in preparation for terrorist acts under Section 5 of the Terrorism Act 2006.
Prosecutors allege that the two men carried out what was described in court as “hostile reconnaissance” of potential targets in Manchester's Jewish community.
The alleged targets included the Heaton Park Synagogue and the Manchester Jewish Museum. The synagogue was the scene of a fatal terrorist attack during Yom Kippur in October 2025, in which two people were killed.
The prosecution also alleges that the men were in contact with a third person believed to be operating from Iran. Prosecutors say this individual allegedly directed and coordinated the planned attack and provided instructions relating to a homemade explosive device.
The two defendants were arrested in Manchester on 20 September, shortly before Yom Kippur. They did not enter pleas during Saturday's hearing.
District Judge Nina Tempia ordered both men to remain in custody. Their next hearing is scheduled for 23 October at the Old Bailey in London.
Counter Terrorism Policing said the investigation had disrupted what officers believe was a plot targeting Manchester's Jewish community. Police have also said they do not believe there is an ongoing threat to the public connected with the alleged plot.
The case remains active, and the allegations against both men have not been proven in court. They are entitled to a fair trial.
